BELLINGHAM — Looking for inspiration and advice, Skagit County commissioners and staff toured an affordable housing apartment complex Wednesday morning in downtown Bellingham.

Francis Place, a modern complex that sits between a bike shop and brew pub, houses 42 residents who were once homeless and also provides ongoing case management in a concept referred to as permanent supportive housing.

Putting housing and case management together allows staff to detect problems well before traditional social workers would and allows staff to find collaborative solutions.
